Fix form save errors

Creating a form for payment options.

1. The form will not let me save a “Text” block.

2. The saved form will not let me make it active.

3. For the “flag staff on this answer” option, can we do something similar for the customer? Example: Client chooses to send a Wise wire transfer, this auto sends an email for payment reminder that includes the company Wise bank information. Or client picks credit card, and it notifies staff of payment trigger required. Or the client picks Cash Peso and we send them an email with the new invoice total in peso amount reflected from that day’s currency exchange rate.
