Private boat Snorkel

We have mixed private boats of combo scuba and snorkel. Or even just a regular reservation for a shared boat snorkel. I need them to actually get a snorkel and a snorkel vest. However, I do not want these items listed as potential rentals to any scuba divers because we dont provide snorkels to divers (or snorkel floatation vests obviously). Any way we can get the snorkel / snorkel vest tied automatcally to the reservation?

I beleive I can jsut add this as equipment required under the “activities” section for a shared boat snorkel, correct? So I think my problem is for the private charters. In the current situation we have a private 6pk boat with 5 people - 2 divers, 3 snorkel. So I need someway of ensuring my bodega staff know they need a snorkel and vest for this boat. Thoughts?
