Staff should have certification specialties and match certifications to activities

Add the SPECIALTIES that instructors are certified to teach to their profile.

Enable two types of functions related to specialties:

• Look up which instructor can teach which specialty. Because they all vary, some can give Lionfish Hunter specialty, but not all instructors can… Some can give DPV specialty, but not all instructors can...

• The system should display an ERROR if an employee assigns an instructor to a Lionfish Specialty course when they are not certified to do so.
